This history preserves the anonymized wording and earlier written responses in the imported project records. Earlier responses may describe a previous design or contain wording now under review. Use the linked consolidated question for the current response status.
A source record can contain several questions. These records are not a count of individual submissions or people. Original messages and dates are still being reconciled; this history does not establish that every project submission has been captured.

Earlier written draft (answers as of October 7, 2026)
Who is paying for it. Carpenter Hill Power, LLC is developed by ESA, an independently owned solar and energy storage company based in Central Florida. ESA pays the cost of early-stage development. ESA has said the project will be sold to a long-term owner and operator. Other financing details have not been published.
Whether it is treated like a power plant. A battery storage system stores electricity from the grid and sends it back when demand is high. It does not produce new power. Under state rules it is an energy facility, the same broad category that includes power plants, but it falls in a specific category: a Large Clean Energy Storage Facility, which means an energy storage system of 100 megawatt-hours or more. The state's Energy Facilities Siting Board will review the project and decide whether to approve it.
How the issues were handled
A written response is recorded. Sending an individual reply, considering feedback, and making a design change require separate evidence.
