This history preserves the anonymized wording and earlier written responses in the imported project records. Earlier responses may describe a previous design or contain wording now under review. Use the linked consolidated question for the current response status.

A source record can contain several questions. These records are not a count of individual submissions or people. Original messages and dates are still being reconciled; this history does not establish that every project submission has been captured.

Yes. ESA develops and permits the project, and then a long-term owner and operator builds and runs the facility.

Website and email · September 10, 2026, 9:13 AM ETESA is based in Central Florida with very different ecosystems, culture, and climate to Massachusetts. How will the needs of the community (both human and wildlife) be considered and effectively handled by the company if they are states away? How engaged will the owner and base company be with the town and town meetings?

Earlier written draft (answers as of October 7, 2026)

Learning the local habitat. ESA has met with MassDEP, MassWildlife's Natural Heritage and Endangered Species Program, and the EEA MEPA Office to learn more about the local habitat. The Natural Heritage and Endangered Species Program has asked ESA to submit a formal information request for rare species data, and state reviewers have asked for a formal wetland delineation. ESA is open and available to learn more from residents who want to share their local knowledge. Residents can do that through the Citizen Advisory Committee, public meetings, the weekly virtual office hours, or directly with Jonathan Santiago at jsantiago@esa-solar.com or 407-232-7440 ext. 251.

Engagement with the town. ESA is the developer, not the long-term owner or operator. The project is expected to be sold to a long-term owner before it is built and operated. Permits, approvals, and other legally binding project requirements continue with the project and apply to the future owner, and the Community Benefits Plan is being written to state who is responsible for each commitment, how it is funded, and how it is monitored. Until a sale, ESA attends meetings in Charlton, takes part in community outreach, works with town officials and emergency services, and continues the Citizen Advisory Committee meetings. The draft Community Benefits Plan also proposes one named community contact with a posted phone number and email. Residents will be told who the owner is once the project is sold.
