This history preserves the anonymized wording and earlier written responses in the imported project records. Earlier responses may describe a previous design or contain wording now under review. Use the linked consolidated question for the current response status.

A source record can contain several questions. These records are not a count of individual submissions or people. Original messages and dates are still being reconciled; this history does not establish that every project submission has been captured.

Charlton Planning Board Meeting · June 3, 2026What protections are in place to prevent environmental contamination, and how many private wells could be affected in a system malfunction?

Earlier published response

To protect local water resources, the project must secure permits and approvals from the Massachusetts Department of Environmental Protection (MassDEP) and comply with US EPA standards. ESA is conducting detailed hydrological and stormwater studies to design containment systems that prevent runoff from the site. All engineering plans, environmental reports, and site designs will be published in the Document Library as they are finalized.

  • Will the project contaminate my well? Wells within a mile?
Individual reply: not confirmed. Consideration: not recorded. Design change: not confirmed.
Community Public Forum · September 30, 2026Will the project contaminate my well? Will a fire contaminate wells within a mile?

Earlier published response

No study yet answers this for a fire. We have committed to a groundwater monitoring program with terms in writing before construction starts, and to publish the hydrology and stormwater studies. A well inventory within one mile is complete, and a door-to-door survey within half a mile is next. If you rely on a private well, send us your road so we can check it against the site plans, and we add wells to our list each time someone notifies us.

Earlier written draft (answers as of October 7, 2026)

Private wells are a leading concern raised at every public meeting. Firefighting water is to be captured on a hard surface so it cannot reach groundwater, and runoff along the site's southern boundary is to be captured. A groundwater monitoring program is committed, with its terms in writing before construction starts. A hydrogeologic study is underway, and a well inventory within one mile of the site is complete. A door-to-door survey within half a mile is next.

The draft Community Benefits Plan proposes testing eligible private wells within 1,000 feet of the work limit, plus downhill wells on T. Hall Road and any well the Board of Health identifies, at the project's cost. Wells farther away are not named in the draft. Residents who rely on a private well farther out are asked to send their road so it can be checked against the site plans and the well records.
