This history preserves the anonymized wording and earlier written responses in the imported project records. Earlier responses may describe a previous design or contain wording now under review. Use the linked consolidated question for the current response status.

A source record can contain several questions. These records are not a count of individual submissions or people. Original messages and dates are still being reconciled; this history does not establish that every project submission has been captured.

Community Public Forum · September 30, 2026Will there be an evacuation plan for residents? What about when Route 20 is backed up?

Earlier published response

The Emergency Action Plan is where evacuation and shelter-in-place decisions belong. It is not published yet. Residents raised two specific problems at the public meeting: Route 20 backups on holidays and in snow that could slow fire trucks from other towns, and narrow rural roads with one way out. We wrote both down for the plan.

Earlier written draft (answers as of October 7, 2026)

The choice between evacuation and shelter-in-place, the distances involved, and the triggering conditions are being determined in the emergency management plan, informed by the plume modeling. Neither is finalized yet. Both will be complete before we file, and the plan will receive independent review by the town's selected expert.

Earlier written draft (answers as of October 7, 2026)

Authority for this rests with Charlton's public safety officials, meaning the fire chief and the town's emergency management structure, not the project or its operator. The notification process, including who notifies residents and how quickly, is part of the plan currently in development, and it will be reviewed by the town's independent expert before residents are asked to rely on it.
