This history preserves the anonymized wording and earlier written responses in the imported project records. Earlier responses may describe a previous design or contain wording now under review. Use the linked consolidated question for the current response status.
A source record can contain several questions. These records are not a count of individual submissions or people. Original messages and dates are still being reconciled; this history does not establish that every project submission has been captured.

Public Community Meeting #1 · July 8, 2026From a plan to an agreement, what is the time frame, and at what point does it become solid?
The Community Benefits Plan takes shape during the pre-filing period, and the town and the project build it together. Whether specific items later move into a signed agreement is a decision the town and the project would make together, with review by the Select Board and the Town Administrator, and every town board invited to weigh in, especially the Planning Board. We understand residents want commitments they can count on. That is why we record every public commitment in the Commitment Tracker with its status and the proof behind it.

Public Community Meeting #1 · July 8, 2026Can it be changed even after it is an agreement?
Yes, if both parties agree. If the town and the project sign an agreement, it can be amended later when both sides consent to the change. On the town's side, that would run through the same public process used to create it, such as a Select Board vote or Town Meeting. The most productive time to shape terms is now, during the pre-filing period, which is why these discussions are happening before the state review begins.

Community Public Forum · September 30, 2026What guarantees the state will follow the Community Benefits Plan?
The state does not enforce it. The plan binds the project's owner. We are discussing putting some items into a community benefit agreement between the owner and the town, which would be legally binding on the owner.

Website and email · August 4, 2026Will all community benefits be established in a legally binding agreement before approval, not promised or negotiated afterward?
Earlier written draft (answers as of October 7, 2026)
The draft Community Benefits Plan was released on September 30, and comments are open into 2027. The plan will be submitted with the application and becomes part of the formal state review record. State guidance also describes a community benefits agreement, a negotiated, legally binding contract that the state encourages and that can take effect when a project is approved. Which items in Charlton's plan move into a binding agreement is a matter for negotiation between the town and the project.
