Local hiring and businesses. Local hiring and the use of local businesses are Community Benefits Plan topics, and no commitment has been made yet. ESA has met with the Central Massachusetts Workforce Board and Bay Path Regional Vocational School about workforce development and employment. ESA is exploring ways to work with local contractors, tradespeople, suppliers, and service providers during construction and, where appropriate, over the life of the facility. Residents are invited to say what they would consider a meaningful local hiring commitment.

Conservation groups. Funding local conservation work is a plan topic and is not promised. If the community considers it valuable, it will be evaluated through the Community Benefits Plan.

Oversight board. The Citizen Advisory Committee is open to any resident, meets regularly, and posts its materials and notes. Its charter and roster are published in the Document Library. The draft plan proposes keeping the committee open for the life of the facility, with an annual public review of what was delivered.

Defining community needs. Charlton residents define them. Benefits are decided through the Community Benefits Plan process, shaped by residents and the committee, and the town and the project decide together which items go into a signed agreement.

A facility like this generates substantial construction work, then operates with a small permanent staff supported by round-the-clock remote monitoring. Exact staffing numbers will be included in the application. Local hiring and trades participation during construction is one of the plan topics under development, and we have begun discussions with the regional workforce board and building trades organizations.
